What are the new NMC duty hour limits and leave rules for resident doctors?
Under the revised PGMER gazetted by the National Medical Commission (NMC), postgraduate medical students cannot be subjected to more than 80 hours of duty per week, with continuous shifts capped at 24 hours. Resident doctors are entitled to one mandatory full day (24 hours) of weekly rest, standardized paid maternity/paternity leave, and dynamic web-monitored thesis protocols.
For decades, postgraduate medical residency in Indian medical colleges has been notorious for inhumane working conditions, 100-hour workweeks, and severe mental fatigue. Addressing persistent demands from resident doctor associations (FORDA and FAIMA), the National Medical Commission (NMC, Dwarka Phase 1, New Delhi 110077) has enforced the transformative PGMER guidelines.
Major Welfare Provisions Enforced by NMC PGMER
- Strict 80-Hour Weekly Work Cap: Duty rosters must not exceed 80 hours per week averaged over a month. Medical colleges violating these norms face financial penalties and seat de-recognition.
- Mandatory 24-Hour Weekly Off: Every Junior Resident (PG-1, PG-2, PG-3) is legally entitled to one continuous 24-hour rest period every week.
- Comprehensive Maternity Leave: Female resident doctors are entitled to maternity leave as per Central Government Maternity Benefit Acts without cancellation of candidature. Course extension is limited strictly to the leave duration.
- Hostel & Mental Wellness Infrastructure: Mandatory single or double air-conditioned/ventilated resident accommodation inside campus with 24/7 security, gymnasiums, and confidential mental counseling services.
Thesis Reform: External Digital Evaluation
To eliminate internal academic harassment where senior professors withheld thesis approval, NMC has shifted thesis submission to a centralized digital portal. External examiners evaluate the dissertations blindly, ensuring objective evaluation and preventing candidate victimization before final practical examinations.
